Shell has a tantrum

According to the minutes of the January 22, 2015 Hazardous Materials Commission meeting, Commissioner Smith said the Martinez Shell refinery announced it will “delay their Greenhouse Gas Reduction project because of the downturn in the price of crude oil.“
